On December 19, 2025, the California Department of Food and Agriculture (CDFA) lifted its statewide ban on poultry and dairy cattle exhibitions at fairs and shows, following a decline in H5N1 Highly Pathogenic Avian Influenza (HPAI) risk.
CDFA said the decision comes after months of surveillance, review of viral trends, and consultation with state and federal animal health experts. Improved understanding of transmission and strengthened mitigation measures have reduced the risk associated with exhibitions.
While events may resume, CDFA urges fairgrounds, organizers, and exhibitors to maintain enhanced biosecurity practices. Animals showing signs of illness should not be transported or exhibited, and veterinarians should be contacted if disease is suspected. Suspected H5N1 cases should be reported to the CDFA Sick Bird Hotline at 866-922-2473.
